EAST Vietnam implements aid programs in Vietnam thanks to French or European public grants. French grants can be provided by the French Ministry of Foreign Affairs or French local authorities (called “collectivités territoriales” in French), within the context of what one calls: “decentralized cooperation”. 

Since 1997, EAST Vietnam has mainly benefited from grants from French “collectivités territoriales”. Some of them are in charge of water supply and sanitation in France.

PThe French law of February 6, 1992 supplies a strong legal framework to French “collectivités territoriales” (such as “Conseils Régionaux”, “Conseils Généraux”, Communes, Communes Unions, Water Unions…), which would like to implement “decentralized cooperation” programs with foreign local authorities. That very law recognizes French “collectivités territoriales” as potential stakeholders in international aid and cooperation.

Some “collectivités territoriales” implement their cooperation programs by themselves. They grant projects either totally, or partially. They establish branch offices in foreign countries or regularly send some of their teams on the field. Some other “collectivités territoriales” prefer to assign the responsibility of implementing aid programs to local or international NGOs that perfectly know grass-roots issues.

Since January 27, 2005, Oudin-Santini law has enabled communes, local authorities, intercommunal authorities and other public unions in charge of water and sanitation to allocate 1% of their budget to international cooperation actions.

Thus, that law allows “collectivités territoriales” that work in water supply and sanitation sector to support NGOs that work in the same field. This represents a new sponsoring opportunity for NGOs, which can strengthen their activities, fully express their capacities and support local initiatives.
